Paul M. Eaton, Mayor Mayor of the City of Montclair since 1995, and serves as Chairman of the Montclair Redevelopment Agency. A member of the Montclair City Council since 1988, Mayor Eaton sits on the following City Council Committees: Personnel, Real Estate, Public Works, Traffic, and Planning Commission Panel. He is also City Council liaison to the Planning Commission and Chair of the Montclair Housing Authority.

Mayor Paul M. Eaton has been actively involved in Montclair City Government since 1970 when he became a four-year member of the Community Action Committee. In 1974, he was appointed to the Planning Commission and remained a member for 14 consecutive years. Paul has been a City Council Member since 1988 and became Mayor in 1995. The Mayor retired professionally in November 1997. He and his wife, Ginger, have resided in Montclair since 1965. They have raised 4 children, 2 boys and 2 girls, they have 9 grandchildren, and 1 great grandson.
J. John Dutrey, Mayor Pro Tem Mayor Pro Tem John Dutrey is a life-long resident of the Inland Valley. He was born in Pomona and lived with his family in Chino and Ontario before settling in Montclair in 1976. John graduated from Montclair High School in 1983 and holds a Bachelor of Arts degree in Political Science and a Master of Arts degree in Public Administration—both degrees earned from California State University at San Bernardino. He is employed with the City of Rialto, managing the city’s housing programs. John and his wife, Anne, have two children. John was first elected to the Montclair City Council in 1996, and has served as Mayor Pro Tem. His service on the City Council includes appointments to the Code Enforcement, Real Estate, Personnel, Public Safety and Mobile Home Park committees. He also serves on the Board of Directors of the City’s Redevelopment Agency. He is passionate about the community’s welfare, and has focused the City Council’s attention on a number of vital public issues, including: - Revitalizing residential neighborhoods;
- Attracting and retaining quality businesses;
- Ensuring the City’s fiscal integrity by promoting fiscally responsible budgets;
- Improving the Mission Boulevard and Holt Boulevard corridors;
- Developing a downtown area for north Montclair; and
- Constructing new Police facility and senior and youth activity centers.
Before his election to the City Council, John served on the Montclair Planning Commission. He has also served as a Board Member for the Neighborhood Partnership Housing Services. John currently is involved with the Montclair Chamber of Commerce, Montclair Kiwanis, Knights of Columbus, and is a parishioner of Our Lady of Lourdes Church.
Leonard Paulitz, Council Member Leonard Paulitz has been involved in community service since he was first appointed to the Montclair Planning Commission in 1965. He has served as a member of the Montclair City Council since 1978 and spent eight years as Mayor Pro Tem. He is a graduate of Gannon University, Erie, PA, with a B.S. in accounting and an M.B.A. from Cal Poly University, Pomona. He has done graduate work at the Claremont Graduate School. Paulitz worked as a Computer Systems Specialist at General Dynamics for 28 years before retiring in 1988. He has also been a lecturer for 11 years at Cal Poly University, Pomona School of Business. In addition to his work on the Montclair City Council, he has served as chair of the West Valley Airport Land Use Commission, representative on the I-10 Corridor Beautification Authority, primary member on the board of SANBAG and OMNITRANS, as well as Major Projects and Commuter Rail committees. On the City Council, he serves on the Planning Commission Appointment, Public Works, Mobile Home Parks, Finance, and Code Enforcement Committees. Paulitz served the cities of San Bernardino County as a Governing Board member to the South Coast Air Quality Management District for 12 years. He served as Chair of the Technology Committee and Vice Chair of the Stationary Source Committee. He was the board representative to the California Fuel Cell Partnership. He also represents the Inland Empire Division on the League of California Cities Environmental Quality Committee. Leonard and his wife, Connie, have been residents of Montclair for 46 years and have 6 children, 14 grandchildren, and 3 great grandchildren.They attend Our Lady of Lourdes Church and he is also a member of the Knights of Columbus.
Carolyn Raft, Council Member Carolyn Raft was first elected to the Montclair City Council in November 1992 and reelected in November 1996 and 2000. Mayoral Committee Appointments: Community Action Committee Panel; Computer Committee; Education Committee; Finance Committee; Insurance Committee; Traffic Committee; Sewer Committee as an Alternate.A native of Chattanooga, Tennessee, Carolyn moved to Southern California 41 years ago and has lived in Montclair for the past 22 years. Carolyn has been married to her husband, Ray, for the past 42 years and they have raised their children Jonathon, 23, and Christina, 20, in Montclair.
Bill Ruh, Council Member William (Bill) Ruh is Montclair's newest Council Member, elected in November 1998. Bill also serves as member of the City's Education and Legislative committees, and the Community Action Committee Panel. In addition, he is primary liaison to the Chamber of Commerce and the Community Action Committee. Bill was a member of the Planning Commission for 10 years, from 1988 to 1998. In 1991, Bill was the youngest member to be elected to the Monte Vista Water District (MVWD) in its then 70-year history. He served as MVWD Board Auditor from 1996 until his resignation in November 1998. Bill has served at the "Board of Director" or "Committee" level for numerous philanthropic and charitable organizations, including the following: Ontario-Pomona Association for Retarded Citizens (OPARC); Red Cross Inland Empire Chapter; Ontario-Montclair YMCA; Arts Foundation of San Bernardino County; Mt. Baldy United Way; Chaffey College Foundation; Evening at the Plaza; and Upland Assistance League. Bill received a BA in Political Science from the University of La Verne, and he has pursued a professional career in Legislative/Government Affairs and Public Policy. He has worked for the California State Assembly, as well as the U. S. House of Representatives. Bill is a lifetime resident of Montclair. |
