Housing Programs Overview

The City of Montclair Redevelopment Agency participates in a variety of housing programs made available to income-qualifying persons or households. The Agency provides housing opportunities for both the ownership and rental community. One frequently asked question is whether the Agency offers a Homebuyer Assistance Program. Although the Agency’s Homebuyer Assistance Program has been suspended indefinitely due to the exhaustion of funding sources, there currently exists a variety of Homebuyer Assistance Programs available through other agencies, i.e., the County of San Bernardino and Neighborhood Partnership Housing Services (NPHS). Prior to the Program’s suspension, the Agency provided a total of 141 Homebuyer Assistance Program loans to income-qualifying families totaling over $3 million from the Low- to Moderate-Income Housing Fund. Current Agency-funded programs include:
Rental Housing - Single-family and apartment rental opportunities are available through the Agency.
Exterior Housing Improvement Program - A grant program for income-qualifying single-family residential owners to make certain exterior Health and Safety Code improvements.
Montclair Housing Corporation - Functions as a resource for the Agency to meet some of the State mandates imposed through use of Housing Set-Aside Funds.
Agency Acquisition and Rehabilitation Program - The program was designed for the purpose of providing affordable housing opportunities while improving the appearance of the City’s neighborhoods.
Housing Improvement Task Force - The Housing Improvement Task Force was created for the purpose of improving housing conditions in the City.
Mobile Home Park Purchase Assistance - The program facilitates the purchase of mobile home parks in the City by a 501(c)(3) nonprofit public benefit corporation that will in turn ensure the preservation of affordable housing in mobile home parks by limiting rent increases.
