Residential Purchase and Rehabilitation Program Policy/Central Avenue Acquisition PolicyThe Agency's Residential Purchase and Rehabilitation Program Policy in which single-family homes are purchased, rehabilitated, and subsequently sold or rented to low- to moderate-income families was established for the purpose of providing affordable housing opportunities and improving the City's neighborhoods. The primary focus of the Program is to purchase, rehabilitate, and sell single-family homes located on the Central Avenue corridor and Housing Improvement Task Force Foundation Areas or "Special Target Areas". The number of Montclair Housing Corporation-leased single-family properties along the Central Avenue corridor is currently thirteen. The rehabilitated and landscaped properties are making significant improvements to the much-traveled main thoroughfare. The Agency hopes to acquire additional homes on Central Avenue for the purpose of rehabilitation to create affordable rental opportunities for Montclair residents. Homebuyer Assistance Program/Acquisition Policy Regarding Homebuyer Assistance Program Foreclosures The Redevelopment Agency adopted an Acquisition Policy Regarding Homebuyer Assistance Program Foreclosures. The policy was designed to minimize losses on the second mortgage loans provided through the Homebuyer Assistance Program. Under this policy, the Agency now possesses the ability to purchase certain foreclosed properties at the Trustee's Sale and rehabilitate and resell them at fair market value. In this manner, the Agency may be able to recover the full or partial amount of the second mortgage loans. Status of program?

Exterior Housing Improvement Program
The Agency-funded Exterior Housing Improvement Program (E-HIP) provides rehabilitation grants in an amount up to $7,000 for owner-occupied residences and $3,000 for rental property owners desiring to make exterior improvements to their properties.
The Agency Board of Directors reviews the program on a yearly basis and authorizes up to fifty E-HIP grants each fiscal year. Since the program's inception in 1999, a total of 211 Montclair residents have received E-HIP grants. Eligible program improvements include labor and materials for the exterior painting of the dwelling (to include fascia repairs), installation of an automatic irrigation system and sod, with an option for a drought tolerant landscape, and general front yard clean up. The program has been designed to include both owner-occupied and rental properties so long as occupants of the residences do not exceed low- to moderate-income limits. CC&R's are recorded on the property for a period of five years to ensure that the property and the Agency-funded improvements are satisfactorily maintained. In the event of a sale, the CC&R's are transferred to the new property owner in the event of a future sale of the residence. A Maintenance Standards Checklist is included in the agreement requiring the acknowledgment of responsibility by the participants in relation to the maintenance of their property. A waiting list has been compiled by staff from interested participants for the next fiscal year.

Montclair Housing CorporationThe Montclair Redevelopment Agency Board of Directors approved on June 6, 1994, the formation of the Montclair Housing Corporation. The Montclair Housing Corporation was formed as a nonprofit, public-benefit corporation organized for the purpose of increasing, improving, and preserving affordable housing in the City of Montclair. The nonprofit corporation is organized for charitable purposes under Section 501(c)(3) of the Internal Revenue Code.
The Montclair Housing Corporation functions as a resource for the Agency to meet some of the State mandates imposed through use of Housing Set-Aside Funds. A housing corporation can acquire, own, manage, and dispose of properties in a more expeditious manner than a redevelopment agency. The housing corporation concept may be useful when considering projects such as mobile home park conversions, mobile home park development, apartment acquisition, or rehabilitation projects.
